Add a public /pricing route that reflects plan tiers from the pricing decision.

Acceptance

  • Public route (no auth) listing plan tiers, prices, and per-tier features
  • Matches the plans/prices defined in Stripe (see Stripe handlers issue)
  • CTA links to checkout for each tier
