The new PendingBanner shows the parked status with worked / didn't / update reason / dismiss actions. The "Still checking" nudge records pending with a reason instead of just silencing. Page-level Resolve auto-patches pending → success before the resolution flow opens; page-level Escalate intercepts pending the same way it intercepts verifying/partial. Resolution notes and escalation packages frame the pending state honestly (provisional fix; leading hypothesis with what's being waited on).
